php script

Would like a simple php script to add to websites. Scripts main function will be to ping SE's or pingomatic each time a new article is added. Will also need to create RSS feed if necessary. I know little about this and will be open to the best solutions to accomplish what I am trying to do. I'm posting the bid from $100 to $300 although this may or may not be realistic. Keep this in mind when bidding. Also need to know how long it will take to complete project.
