Dynamic Database

I am working on a website where people are required to register before they can do any purchasing of products. Once they register, they are automatically assigned an "identification" number or name. This number or name is used by them when ever they log in to buy anything from the website. I require a dynamic databse system which will do this. It will store the information collected from the online registration form, assign a "customer id" for each unique form submission, and e-mail them the unique "customer id" so they may begin to utilize order placements. At present there is no shopping cart required since the orders will be filled out and sent to the supplier to ship. The "customer id" authorizes the purchaser with credit card information etc. IOW when the order form is submitted, the seller knows who to charge the bill to by identifying the "customer id". I hope to find someone who can assist me with this and possibly set up a network with the chosen freelancer for future projects. I will need to be able to take the MySQL dynamic database and mount it onto the website server.
