Read text from excel (or txt) and write shell script

i have a list of english expressions, with a number, in excel format.

i want to execute the following command for each one of them

wget -q -U Mozilla -O [url removed, login to view] "[url removed, login to view]"

each one of these requests should wait between 2 and 5 seconds before making the next request so that google translate does not block me.

except that "[url removed, login to view]" will be replaced with say [url removed, login to view] (from column 1) and the text hello+world will be replaced with the actual text (from column 2)

do you think you can do this for me?

the data will look as follows, please provide me a quote for the time to take to do this and when you can start. thanks

i am a programmer and this is a very simple task that should not take more than 1-2 hours. i need to execute this on a linux server, so preferably it will be PHP or a shell script
