Marketing Image Concept

I need some quotes for the following project:

An image on top of another image in flash - but, this is dynamic:

The image on top slowly rips away, piece by piece - determined by the number of votes by a voting system. Slowly and collectively, the more people that vote, the more of the image underneath is revealed until maximum vote counted the second image underneath is completely revealed..

If this is possible please let me know - will need coding of database & flash scripting to work.
