Dynamic website with media streaming

I want to create a website with the following characteristics: 1. Has a user registration system (fields will be provided to you). 2. Each user can post media through their account, and each user has their own page. People can view their videos, audio (streaming video and audio, non-downloadable), or view their images, writing / blog. Each user can be voted on (for an example of the "rating" system visit [login to view URL]) 3. Has a search system where people can find media via category (video, audio, text etc), username, keywords etc. 4. Has some other dynamic modules ie: most popular users, newest users, featured users etc. 5. Has a dynamic news section in two parts: one part consists of a mini-news section (eg [login to view URL]) that appears on the home page and display the last 1/2 dozen news links. This will link off to the news item page where the full story is visible. There must also be a feature to search the news archives. 6. There will also be 1/2 dozen pages of static text. 7. There must be an admin section where dynamic data can be updated, edited and deleted. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform This can be written in ASP, .NET or PHP and may use SQL Server or MySQL database. It must run on Windows 2000, XP, 2003 Server and IIS 5 or 6. A base design (done in photoshop) will be provided for you to use.
