507934 Web Based PHP Mailer Application Bug Fix

We have a web based mailer coded in PHP which is supposed to use multiple external SMTP servers to send bulk emails. The idea was that the mailer should use the multiple SMTPs and rotate the SMTP servers sequentially according to a pre-defined sending limit and rate for each SMTP server. However, there seems to be a bug on the mailer and the SMTP servers configured on the mailer do not switch.
