Keyword Tool - Google & Overture

I am looking for a tool that will have the ability to do the following:

1. KEYWORD LISTING: Once you type in a phrase or keyword such as "insurance", the tool will search overture and google and will come back with a listing of keywords such as, "insurance rates", "insurance quotes", etc.

2. MONTHLY SEARCH VOLUME: Each keyword should come back with the monthly search volume it has been used. (I believe there are already sites out there that do this)

3. TOP PAY PER CLICK BID: I need the top bid that someone is paying for this keyword on Google and Overture (Not sure how this can be done, but you can gain access to this info by logging into Google and Overture, so maybe it can be web based?)

4. HIGH VOLUME WORDS / LOW BIDS: Not sure how this can be done, but I need the program to go out and search on highly searched words with low pay per click bids.

I need serious programmers with experience on this project as it will be highly paid if successful.
