CakePHP Website Applicaiton

I require an application building using PHP to CakePHP framework standards. I have a detailed design document which I will provide once a developer has been selected. I am currently working with a guy on this whose PHP seems sound but his database skills are just not there. It is cruical that you have a solid understanding of databases and that you can build the database tables and write appropriate SQL. The skills required are: MySQL to build the database, but you must have a good understanding of parent-child, compound primary keys and foreign keys. SQL to write the code required to extract the required data as defined by business logic PHP and in particular using the CakePHP framework Shell script to write a few cron scripts to interrogate data and update some database values and to send out some emails, the content of which largely comes from a configuration table. Please only bid for this job if you have the required skills. I have a degree in computer science, several years database design and development experience and some basic knowledge of PHP. I will be vetting applicants more thoroughly than I did last time and you will not pass my interview if your skillset is not appropriate. If you do have the appropriate skills and don't mind a 15 minute skills assessment then I would love to hear from you. I don't expect a price from you yet as you have not seen the specification but please let me know your rate, availability and skill levels. Examples of some database applications that you have developed would be particularly helpful. I have set the budget between £10 and £1M. I clearly don't have a budget anyhere near this. I have kept it purposely vague. We can refine the pricing later.
