Job tracking application for service company

I have a service company wanting to take job tracking out of google calendar and into a framework with two views:
1: Windows desktop app or web app for the office desktop where admin staff can add new clients, create a job list for the day
2: An android app where service technicians can see their jobs for the day and post the completed job sheet and a photo of the completed work.
Work in xamarin would be preferred. After the initial project further enhancements are likely over time.
The Web/ desktop application shall:
1. Have electronic worksheets in the form of 24-hour schedule, colour coded by Technician
2. Have the ability to add technical staff
3. Have the ability to enter and edit job details
4. Have the ability to add and edit job location
5. Have the ability to add and edit comments
6. Have the ability to add, edit and delete user accounts
7. Have the ability to allow users to login as a normal user and a Super admin for application maintenance
8. Have the ability to logout from application
9. Have the ability to add and edit yearly re-occurring jobs
10. Have the ability to issue Job notifications to technicians
11. Have the ability to close jobs as completed
12. Have the ability to have all the jobs by day and month
13. Have the ability to export job details to a text file
14. Have the ability to be viewed on mobile devices.
The Mobile Application shall:
1. Have the ability to accept jobs details
2. Have User login with the ability to save login info.
3. Have the ability to add comments to completed job
4. Have the ability to add an image to completed job
5. Have the ability to add a voice note to completed job
6. Have the ability to update the web application with the completed job details
