IOS & Android mobile app

Hi and thank you for having a look at my project! I am currently looking to hire a freelancer to make me an IOS & Android app as a directory. I have no design you'll have to start from scratch. The directory is going to cover 6 different areas/cities and will have business and private/residential listings. As every city has different shops and businesses I also need six different homepages so that each city can have one with their adverts(that city's shops/businesses ads) and then when one opens the app for the first time they should have to choose which city they live in so that they get the right homepage. I need the ads on the homepage to be linked to the business listing. I need six different pages for each different city, upon entering the page it should give you the option whether to view business or residential/private listings. I need there to be a search bar at the top of the listing pages and and search options. The search options for residential are: name, address or tel. And the search options for business are: by category or by name. The private listings should have the following fields: name, initials, address, landline, mobile & fax. And the business should have: business name, category, address, tell, opening times, comments & pictures,logo. I need a login feature where people will have to sign in/up to view the 6 directory pages. Signing up will require payment. Every user will expire after 1 year. I also need a page as a contact form so that people can register or edit there listings(and will come to me by email)- format and fields on sketches. I need to be able to edit ads, residential and business listings, add, delets & view users for free in an admin backend. I also need that when someone signs in he can go offline and still have full access to the directory. And the listings will automatically update when connected. I will choose the colour theme at the end. I will create milestones but will only release at the end! I already have google & apple developer accounts plus a viritual private server from godaddy and stripe. Plus I need to have 3 months comeback for minor changes. I don't have time to mess around and I use freelancer frequently so once we agree on a price there is no changing,
