Android app update rejection by google help needed

I just change my meta description of the app (I did not upload any new apk) and submit update but the update is rejected.
With the following reason
"
I reviewed abc, and had to reject it because it violates our device and network abuse policy. If you submitted an update, the previous version of your app is still live on Google Play.
Here’s how you can submit your app for another review:
Your app shouldn’t access or use a service or API in a manner that violates its terms of service. For example, make sure your app doesn’t download, monetize, or access YouTube videos in a way that violates the YouTube Terms of Service.
Read through the Device and Network Abuse policy for more details and examples.
Make sure your app is compliant with all other policies listed in the Developer Program Policies. Remember that additional enforcement could occur if there are further policy issues with your apps.
Sign in to your Play Console and submit your app.

I changed meta description to old meta description and submit again. but it reject again with the same reason.
So when there is no apk then how it violent those above TOS, And now what I need to fix this..? I need someone who can help me regarding this.

I ask google review team to provide more information they replied me this
"We reviewed your app and the initial takedown decision was confirmed. Your app will not be reinstated because it violates our Device and Network Abuse policy by downloading, monetizing, or otherwise accessing YouTube videos in violation of the YouTube Terms of Service or YouTube API Terms of Service.
For example, your app blocks ads on YouTube.
You'll need to make changes to your app before submitting it for another review. If you choose to submit your app again, you may want to review the Device and Network Abuse policy and the Developer Program Policies for additional guidance.
