Write an Android application

I'm looking for someone that knows how to build HTML5 cross platform games that will be playable on both Android and IOS devices the games will be host on the cloud the app will need access of the user GPS. the app will also need to be able to send notification depending on where the person is located. the app will have a profile picture. and the app will need to have a user network where people can search for their friend. if you can build me this app. then place a bid so i can send you the details. after accepting the job you will be required to sign people should be able to register with their android username or their iPhone username a Non-Disclosure Agreement stating that you will not disclose any details of our conversation through the phone or email etc.. please bid low.
