If I understand correctly you already have an application that you need custom camera added to? I assume there is a back end/server side for video to be uploaded, so other users could access it. First of all in order to integrate camera there has to be surface view and certain controls over recording implemented. Adding controls over camera view is done more or less same way as always. "reorder video" - this is a bit unclear on what you meant. Getting video from gallery could be done with starting an event and opening native gallery, so there would be no need to implement it. Play video - could be done same way as gallery, but I guess you would like some kind of media player integrated into your app. Merging video - there are third party libraries for that, so not an issue. Limiting to 8 seconds - there is way to set limit on non-integrated android camera started with intent, not sure whether it also works on integrated camera, but in worst case scenario you just calculate record time and call stop methods once 8 seconds are reached. 480x480 - there is way to set aspect ration in camera.size. I hope your app is written in java.
