Create an Azure Powershell script to manage runbook schedules

I need to programatically create/manage an Azure runbook schedule. I have investigated this and it looks like it is possible via PowerShell.
I need a freelancer with automation experience in Azure to build a solution that can:
1) Read a list of timestamps from Azure DB table
2) Build a runbook schedule based on the above datetimes
3) Update the schedule weekly (as new events will be created)
I will need the selected freelancer to have access to their own Azure subscription for development and testing the solution. You will deliver the finished code on completion with instructions on how to deploy into the target environment.
