English-speaking Lawyer or Paralegal for Paperwork

I am starting a law office in Vancouver and would like to outsource the completion of legal applications to an overseas lawyer (or paralegal) who speaks English to the professional level and is trained in a jurisdiction that has English common law traditions such as Philippines, India, Malaysia etc. The work will be the completion of Immigration Application Packages based on information from forms and emails. Work will not be a full-time position so the candidate should have other sources of income. As this is a start-up the fee should be paid on a per client/per project basis.
