Create user authentication and make it able to see and edit specific data

I need a simple front-end in which users should be able to "create user" and, after admin approval, they should be able to login and then see and edit specific data from a postgresql database. I mean, specific columns and tables that will change to each user. You should also provide us a documentation to let us make minor changes as needed. It needs to be done in 48 hours after contract starts. Please write in very few words what tools are you going to use. We prefer NOT using PHP. Thanks.

What I can understand here that I've to make, login screen only admin can see the newly/existing registered user admin can approve their site access admin can assign/remove OBJECT-BASED-PERMISSION to users. If my assumptions are correct, I can finish this project in 2days with proper documentation. tech will be used, python/django/django-template-engine.
