it looks like you are not administrator, your role is limited in wordpress dashboard, contact administrator of the website. If you are admin then by using ftp check permissions, those might have changes.

The account you are logging into is not the super admin of the website with the full permission to update contents, do you have the cpanel login to the site, I can manually update the login details on the database
