Need to change my entire website design/layout

Alright guys! I have recently bought a fiverr script that I want to change the design and layout of it. The website is based on php, I had another programmer working on it but he couldn't finish due to personal problems ... Now i'm looking to hire another to finish what he started. The changes are very simple if you are good and fast with php programming but I look for details that capture my attention when it comes to design. I need something well done, fully functional, fast and the lowest bid takes the job. I have created a design myself all you have to do is follow it and make it better, Is going to be a lot of small changes (like I said, details) Communication is KEY when working, so please that is a must for me.
