Build an Auction Website

I want to create an auction based website, very similar to eBay. I have found several predesigned software applications that almost suit my needs, however I believe a custom job with ongoing support is going to be best suited to my needs. The two main software applications that are closest to my needs are: PHP Pro Bid: [login to view URL] iLance: [login to view URL] The auction platform will be for one country only, so I need no currency options, and location based options for inside Australia only. Secondly I want to be able to charge commissions and listing fees to all auctions placed on the website, HOWEVER I do not want a wallet/credits system on the website. Buyers should be able to pay sellers however they choose(paypal, cash on pickup, bank deposit etc) and commission fees should all be added together and invoiced to seller once a month, with payment required via paypal. I would like a category based search and browse system, where users can search via categories and various subcategories. I would also like a location based search and browse system, that operates in conjunction with the category system. For example a user will be able to view all products listed in 'Perth' and then select certain categories later on under the 'Perth' umbrella. There needs to be a dedicated user panel much like eBay. Where users can watch items, sell items, view their private messages, send messages, leave and receive feedback. And also view invoices they have paid in the past to the website, and pay any outstanding invoices. They should also be able to update all of their personal information here. User registration will need to require a valid email address, valid paypal address, and a captcha to be able to complete their registration process. When listing items, sellers will be able to add subcategories, photos, location, starting price, reserve price, buy now price, a make offer option etc, again much like eBay. If a seller lists an item with any premium features(i.e bold listing) they will have to pay for these prior to the listing going live. In the admin panel I should be able to set up my commission fees, my listing fees, and also listing options such as bold/featured etc. I will also be able to modify/delete/suspend users and listings. I can also change the commission rate charged per user. For example standard users may get charged 5% of their final value fee, but I will be able to offer some users a better rate, for example 2%. There are many more features I will be wanting to implement, these are just a rough example. If you have the capacity to complete a robust, fast and efficient working website with all of the above, then please submit for this project. Please note that if you do not have proof of websites you have been able to create, you will not be selected. I need someone with proven results that can be readily accessible to speak to, and who is willing to provide occasional ongoing support for any errors that arise from their coding. If you have not read the entire project brief, you will immediately be ignored. Lastly, both iLance and PHP Pro Bid both cost less than $500 AUD, so keep this in mind when pricing your services.
