I have over a year of experience specifically with development on the CC254x devices from TI as well as their BLE stack. This also includes experience with their iBeacon example project and the iBeacon advertisement packet structure. I have no experience with programming for iOS so I would only be the best candidate if you are strictly looking for development work on the embedded platform and BLE stack. I also have support for all of TI's hardware platforms for the cc2540 including EM development kit, USB dongle, keyfob (mini-dk), and keyfob which will allow me to test or target whichever platform is closest to your final system. One possible issue is that there is no proper specifcation for what you are requiring. I'm happy to discuss further but there will need to be clear specs for the project going forward. Thanks!
