Database needed for translation agency

I need a database which either is based on the google system, or on filemaker. The database will have a number of posts where translators can fill in their skills - languages, experience, list of skills upload a cv etc. I will then be able to make searches in this database and - hidden from view for others - be able to make a kind of ranking (say from 1 to 5), point out whether they have done a trial etc. I will also need to be able to download this database (preferably in spreadsheet format) to my computer should I so wish. After people have registered their skills, name and contact details, I should be warned with copy of this via email, and obviously the database should be password protected. If people want to make changes later on to their data, a system should be possible.
