In your proposal you have mentioned 5 users are using spreadsheet, if we create Query and forms in MS access then each one have their own copy of data instead of centralised. We can create UI forms(User Interface) in programming language like C# windows or ASP.NET web application and data in MS Access or MS Sql server for centralised data.
