Hi, I'm an electronic engineer with more than 5 years of experience in embedded systems development. After reading your project requirements, I believe I have required experience and knowledge to develop the system you are looking for. Actually we can use a off the shelf micro-controller board which are WiFi enabled, so connect to WiFi network and then to host a server. So once you connect it from remote, we can let the micro-controller to pop up a Web Page so you can set the required parameters. Once submitted the web page form, micro-controller will decode the information received and then inform the computer system , as it would do now using the LCD screen. I would suggest to use NodeMCU board which is a WiFi enabled system. Also if you need, we can develop an android app to make everything easier. The project is similar to one of my projects. You do not need a browser and also a web server in an embedded system (Although you can use a board which comes up with OS like Raspberry or BeagleBon,...). The best solution for your project is that use Java or VC++ or C#(Windows PC) program to make a nice interface and connect the PC to an embedded system without OS (such as NXP, SMT, AVR microcontroller which is safer and inexpensive).
