create web based database which will sort, and perform calculations on data pulled from websites

create a web based ( preferrred unless you can tell me a better way )? database, that will be able to sort, filter,and perform multiple calculations / algorithmns upon horse racing data to produce a rating from data automatically collected from websites then after the result is known of that days racing fit as closely as possible the ratings to the known results and then add those results to a database for each meeting, distance etc ## Deliverables create a quality quick upto date web based? database,(unless there is a better option)? that will be able to sort, filter,and perform multiple calculations / algorithms upon horse racing data to produce a rating from data collected from multiple websites maybe using crons then after the result is known of that days racing fit as closely as possible the ratings to the known results and then add those results to a database for each metting, distance etc, some of the websites need subscription but that would make the project too expensive so I want to get the data for free if poss
