Cell Phone Insurance Website using Zen Cart

We are needing a website designed to promote our cell phone insurance. It can be used using Zen Cart preferably. A customer can go to our website and purchase insurance directly from the website. To find out the cost of the insurance, they must select which carrier > Manufacture > Model. There are 3 tiers of insurance based on which model they have (i.e. a $500 phone is a tier 3 insurance, a phone valued at $250 is a tier 2, and a $100 phone is tier 1). They should be able to select which attributes by using a drop down on the home page. They can also click a picture and they can drill down the attributes one category per page (a page showing the logo of the carriers > a page showing manufacturer logos > pictures with model numbers of the phone > final page shows tier 1,2, or 3). On final page, it should show recommended accessories they can add for their specific phone. We will also want to sell cell phone accessories via the website as well. The cell phone accessory categories (car charger, memory card, case) should be listed on the side of the page. Customrs should also be able to file claims through the website. They will log in, enter the phone serial number, which phone model and carrier, and the problem. They will then be directed to pay for the deductible.
