Convert PSD to HTML template

This project entails converting a layered PSD file to an HTML template to be used as the basis for a new website.
Please read the entire description and follow directions in placing your bid.
HTML template must be standards compliant and compatible with all browsers, including Explorer 9.
Template must include at least 3 distinct sections in the code with a unique "div" defining each: Header, Content, Footer.
The content will be divided into 2 sections: a left sidebar that is the same on every page, and a main content area.
Any text based content must be kept as text in the final template as much as possible. The main navigation must be text based.
I have included a PSD file that will serve as the base for the template.
When bidding, please include the words "Fox Barn" in a PM to me. If these words are not in your message, I will ignore your bid. My budget is no more than $100 for this job--any bid higher than this will be ignored.
