college home work that generate workers schedule for each month

I need you to develop some software for me. I would like this software to be developed for Windows.

I have homework that needs to make a small program that generates worker's schedule.

-Each month company gets a random number of workers.

-Each month worker can request their off day (if they don't request off day then off day is randomly chosen) Workers have to work 40 hours per week + Overtime is optional

Workers:

- Duty Mechanic (Rating 1/2/3)

- Mechanic (Towing eligibility Y/N)

Each month flight schedule changes (gets input from user)

Each flight service Require proper crew (1 rating Duty, and 1 or 2 Mechanic but at least 1 mechanic who is eligible to Tow the aircraft)

Any programming language can be used and I can provide detail
