Develop a Online community and portal

Hi, Looking for a contractor to develop an online community within the next 20-25 days. Already have a community on Ning and would need someone with experience to integrate Ning and Drupal. Also interested in Mobile Application development after successful implementation of this. this is for an online parenting community targeted towards Nigerians. What I'm looking for is to create an informaition portal that links to the community on one of the tabs with the same basic design and feel of the current community. I have attached the functional requirements of this site and look forward to your response - an example of the site I want to mirror is www.eumom.ie... Please let me know what your thoughts are on what CMS to use - Joomla vs Drupal and why? also what would be the delivery time etc...
