I can get this job done quickly and correctly.
I have a very good experience developing and distributing Python applications.
Method N°2 should not be problematic
Method N°1 in the other hand, is not feasible; getting your script+Python+PyQT+Numpy+Scipy... in a single working exe is not feasible (and I'm VERY interested to see if someone can prove I'm wrong), here is what you can do:
A- Create a folder that contains an exe (Python+the script) + all the dependent libraries, the final user doesn't need to install any python library, as everything is provided with the binary
B-Create a single exe file out of the folder mentioned in Solution A. Somewhat like a silent-installer. When lunched, the content of the folder will be extracted, and the previous exe will be executed.
Of course, everything can be scripted, so there are no needs for "hacks".
