Complex Master Business Plan

Have a complex master business plan in mind with a dozen, time sensitive division charters to include and to sort out, rather than combine in a business plan for the next few months, to a year or more, for the next five to ten years out. Need someone who can follow my scatterbrained ideas, work with gifted design engineers, and translate them into layman's terms. Hopefully will not have to resort to a professional business plan provider online, where we would prefer to hire someone on staff or part-time to maintain the electronic paper work and also do the fundamental project scheduling using a Gantt charts, all online. Where the projects are actually milestones in the dozen or so divisions, which are interdependent on later day projects or divisions having the technologies available for them to succeed.
