Adapt an image

I would like the following changes to be applied to the first baby face image attached: - background colour and white frilly collar removed - eyes made slightly bigger and changed to brown instead of blue - hair and eyebrows slightly darkened (so it is more brown than blonde) - skin slightly darkened - more curls added to hair and one bigger curl so it can be hung for display. I attempted this to give illustrators an idea but the resolution on the curl does not look good so this should be made to look more realistic. - redness on cheeks softened slightly Please note: changes need to be made to the image 'babyface' (the one with the pink background) and not the other image attached. The budget for this job is £75 and entries will need to be sent in before the project is assigned as we know how we want it to look. If the look is right, we will assign the project and pay the money for the job.
