This sounds like a directory I have already created and is running at contractorstoday com. I created this a while ago for this client and also have it running on a few different websites. I can water down the fields to just the fields you want. It comes complete with an admin section to manage the categories and listings. If you are on a unix-type server, I can also add seo friendly urls. You said you have the site design already done, so I can simply work the display into that.
