covert 4 psd files to html/css

HI I need to change 4 images in to html and css I would like the code to be search engine friendly( NO TABLES) I am adding these templates to my CMS system The code needs to be well written and commented These are the instructions for the attached files Main nav (html text with color change rollover/select DSI:E69A1E, PHX:8B8E90) items can be added/deleted via CMS Subpages within sections can be added/deleted via CMS (and associated to their proper sections) Right side bar on all inside pages incorporates text from three homepage boxes at bottom 2 images at bottom of sidebar are changeable via CMS (top one is just a color which stretches according to page height) when creating inside pages page title goes into black bar in white ALL CAP text below black title bar is WYSIWYG editable content footer is the same on all pages HTML cut-up requirements: See annotated jpegs for which elements should be image and what should be html text Home page center areas can be images for now but will be replaced by .SWFs Font is verdana, sans standard serif set (see PSD for size) DSI: sample colors from PSD, text is either black, white, logo orange (E69A1E) or blue for links (no underline) PHX: sample colors from PSD, text is either black, white, light grey (8B8E90) or blue for links (no underline) footer link to email is a mailto: link and “Bureau Blank?? links to [login to view URL] in new window logo in upper left links to company homepage (DSI or PHX repectively) Drop down menus display subpages (see top nav on [login to view URL] for sample), DSI rollover/select color is orange (E69A1E) PHX is light gray (8B8E90).
