Convert PSD's to Wordpress Theme

We're looking to have PSD files converted to a Wordpress theme for our new website. We need someone that can program high level W3C Valid HTML 5, CSS3.0 with SEO Semantic Coding, Complete Presentational Separation and Load Speed Optimization. Don't know what these are, don't bid on this project. You'll be asked to explain them in a response so that we can verify that you understand them. There are generally 4 page types with much of the header, footer, and right column staying the same between each. The site will be a fixed-width of 960px. The background will need to have a clickable background ad implemented. Facebook, Twittter, and Google+ social media button integrations, numerous ads to be placed through using ad code to be provided. Hotlinks and tabs section on home page to function like that of [login to view URL] Javascipt Using the jQuery Framework add a popup lightbox, tabs, image slider, and image gallery that triggers an Ajax reloading of ad units without refreshing the entire page. Mobile Device Compatibility. Allow compatibility with most popular native browsers on the following mobile platforms: iPhone, iPad and Android 2.3+, BlackBerry 6+ without breaking. Dynamic Drop Down Menus and Rollover effects. Resizable Fonts Allow users to change font size (text size only) in browsers (including Internet Explorer) and ensures that layout does not break when font size is changed. Non-web Fonts Non-web fonts in the design and prefer to keep the text editable maintaining the original look without using images. Optimized for Load Speed Have the size and quantity of images optimized by choosing different compression methods for each image and using CSS Sprites techniques. The quantity and final size of CSS and JavaScript files are optimized as well. SEO Semantic Coding, Complete Presentational Separation Implement the coding that uses SEO-valued tags to underline the most important parts of the content (H1, H2, etc.). Emphasize content positioning techniques, moving the most important parts of content to the top of the page code. Improves page readability for search engines as well as various browsers with disabled or limited CSS. CSS Reset Make modern browsers behave consistently by overriding browser defaults.
