Description of problem
A segment of our daily work requires classification and ordering court records in different categories. Each record has a number of properties that determine their inclusion in different categories. Our goal is to develop a system that queries specific to a human operator and some simple operations (compare dates) automatically on the properties of each of the files (as court files, those papers which fill file cabinets) and assign a category.
So file number 1:

Property B "?
Property "C?
Ergo: Category X
Main goal is to apply to each record a (lawyer)demand type. So if we have 10 demand types which correspond to whatever court record we handle. By asking to the human operator specific questions that the operator and the system should fill (some data should be retrieved from the db if exist) then one demand and not other will apply to it.
Current project status:
We have developed a preliminary flow diagram need to correct and expand as appropriate. Therefore seek a service that allows us to quantify two stages of the project. The first stage was linked to the formalization of our specific requirements aimed at implementing the necessary code and a second stage referred to the design and production of code.
## Deliverables
Also the code must interact with firebird db as some of the data needed should be readed or stored in firebird, capable of interact with excel spreadsheets and word docs.
flow diagrams, excel files, html files are on the attachment (updated). The flow diagrams has many unnecessary iterations.
