Creating Online Forms

I currently have about 30 online forms hosted by form-mail.com. The results of each form submitted is sent to us via email. Our company is growing and I would like to have those forms on our server and the results of these forms collected in a database. I would also like many of these forms to be secure. Is that something I have to purchase separately? Additionally, (if possible) I would like for the forms to autopopulate when possible. For instance, when a user completes an application and then moves on to a roommate matching form, the roommate matching form would autopopulate with the name, phone number, etc. We have not hired a programmer before and I am not sure what the cost for this would be.
