Cannot Post to Newsgroups

Cannot post to the Newsgroups...I have changed my menu to show New Post but it doesn't show up on the newsgroups menu when I login...What gives... It should be very simple to post, but I am not able to.. What am I doing wrong.... Who is blocking the New Post icon on the menu bar???? I have set it up in the configuration... but it doesn't appear... Is the service provider blocking my access... Are they giving me a read only option...
