Batch Text File Processing Program

Looking for a program that can run on a desktop preferably - so a stand alone exe for any windows platform (?) Goal of program, to take customer records. Check the phone numbers against a 'master' record set to determin if part of the phone (the areacode and prefix) match the master record set, or doesnt. The output of this script will then issue two copies of the files. One with matching records and one with non matching records. This script will also save the results to a log file (that will historically contain the filename, date, and counts of records). That has the the following: Has to call for a Config File (doesnt need to be part of gui element as long as text and well documented). This is to be used to point to what 'master' text file to look against(?)) Config file will also contain a line to change which log file to write the results in. Also would be preferred if the "column" of the phone number could be modified. Ie, so we could use this script with similar data fields, but simple arranged in a CSV in a different format. This last option could also be part of the gui if easy to do. GUI User interface that allows user to select file to process, and gives option for output file location. The format of the files need to stay the same, so for the phone matching part you will need to do some sort of like query. Ie, the phone number in the files are in a 9991112222 format. You will need to provide us with the source as well as a compiled working version. The file sizes are around 1000-15000 records per file normally. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Must be able to run on any windows platform without additional software (unless simple like java, etc).
