Directory Webiste Template

We are building a directory website that allows consumers to view and get information on businesses in their area. The idea would be to have small, local shops advertise their business at a nominal fee. End users would then be able to search by specific category or generic search and have the businesses appear in listing format with a google map of it's location. The website should be integrated with google maps and allow the end users to view on their mobile phones. Here is an example of another site that is similar to what we are building: [login to view URL](not our site.... just an example of what we are looking for). We'd like to keep it simple... no fancy graphics. Should be simple to administer and add new businesses as they join the site. Business owners will not have the ability to add themselves.
