Develop a Drupal website - Rating system using 4-5 level factors and scores allotted

I want someone to use drupal and make a rating system. IT is easy, but just want someone to do it. Details given below: Using an example What is the level of satisfaction in living in a city Parameters 1 - Education 1.1 - Schools 1.2 Teachers 1.3 Ease of admission 1.3.1 Online admission Parameter 2 - Crime 2.1 Murders 2.2 Police support Parameter ......N Each parameter level will have a weight (totaling to 100%). This is allocated to the parameters in the level below and so on. Each of the lowest parameter is to be displayed as a question on the screen for a rating of 1, 2, 3,4 or 5. Then the score is multiplied by the weight to arrive at weighted score. Reporting Aggregate score is provided in various reports By Level 1 By level 2 By Level 3 etc Various reports might be requested. So, essentially, it is almost like a survey.
