Counter-Strike 1.6 Bidding PUG (Pick Up Game) system

Looking to create a web site that will offer bidding system for online Counter-Strike scrims. Features: Register an account, Account fields should include Username : Password : SteamID : E-mail : PayPal E-mail address : Joined PUGS. Add funds to the account. The user should be able to add funds through paypal. After adding the fund they should display in Balance field. Withdraw funds. This should simply send me an e-mail that user wants to withdraw this amount of funds and his paypal e-mail. Browse Scrims ( Pick-up Games ). Basically there the user will see all the table of Pick-up Games. It will have Server IP address | Location ( West / Cent / East ), Join-In FEE and JOIN button. After the user clicks JOIN button the fee should be deducted from his balance. After the fee is paid he should receive the password for the server and his SteamID should be added to the players list, also the Server IP should be added to Joined PUGs table and have Quit button next to it. If the player clicks Quit button before the scrim started he should be refunded. The scrim should not start if there isn't 10 players on the server. After the scrim started, the Quit button should not be available. I would also need a script for the servers that will match connected users to registered players by their STEAMID. It should be pretty simple. I'd like to have some kind of admin panel. Basically, I want something similar to [login to view URL] or [login to view URL] just a little bit simpler.
