Complete website design

I need a good website designer and developer to design my website. I am a Professor in the University and would want a website that would include all aspect of academics. If you are experienced and have done similar site, contact me with a template you feel will work well. I also have a website I wish to use for some features of the website. My website should have the following: There must be a landing page ( a sample will be provided) The header must have a flash video of different graphical classifications (content will be provided) 1. Live chat 2. News feature (Including RSS) 3. Video section (must follow a chosen website which will be provided) 4. discussion forum 5. IT certifications 6. Netsim simulator or editor or programming area for my students where they could practice programming questions 7 Development and expertise area(the site to use will be provided) 8. Admin site (to control the content) 9. Photos area etc Let me know if this can be completed within 2-3 weeks.
