Clean Website Using PHP

i need a simples php website with some static pages and a login system with security (if more than 7 password fail block ip for 30 min)

the site will be similar to paid-to-click websites (adbux, neobux, etc)

The layout will be very clean, with a horizontal menu and a banner on top (you need to make it and it must look actractive), the main content part, and you need to place a login box somewhere.

ill also need some banners in flash and jpeg, so if u can make it it will be better.

the website will be in portuguese

i need register account system with captcha and email verification

on the "control panel" (after u login) i need the following functions:

- show account balance

- show how many affiliates (type 1, 2, 3 and total) you have

- withdraw money

- some kind of notification (like you have on freelancer when send private message), but the notifications will show basic - messages like: the money was successfully sent to your bank account, you have a new affiliate, and other system messages.

- invite friends (via email)

Affiliate system:

you will have a link ([login to view URL]), so when someone enters the link it should record a cookie or something so when the user registrates it will be an affiliate.

there will be 3 types of affiliates.

when you invite someone its type 1

the person who you invited invites another person that will be affiliate type 2

and the person who got invited by the person you invited will invite another person, that will be affiliate type 3

you just need to make some kind of way to know the affiliate type of each user based on your account, ill explain the rest of the affiliate system after i choose the bidder.

- it should display account status: active or inactive, in case its inactive there will be a link to make payment to renew account for +30 days.

- the accounts must be renewed every 30 days (ill make the payment system so don't worry about that) you just need to make some kind of notification invoice via e-mail and show notification and option to renew account on the control panel when 10 or less days left.

- it should display: your account is activated until !-date-!.

Extract:

on the end of the control panel page it should display the extract of the last 5 days, like this:

31/08/11 -> +$30,00

31/08/11 -> +$35,00

31/08/11 -> -$15,00

and there should be a link to see the 30 day extract
