CSS / Graphic Expert -- Overhaul Look of Site

I am looking for a professional Graphic Designer who knows how to design and implement the graphics / css into a website. Designer should be in tune with web2.0 and the looks of digg, delicious, youtube, metacafe, facebook. Designer will create graphics and also the overall look of the site. MUST be able to work independently and be creative. MUST test layout in IE and FF browsers and be familiar with cross browser compatibility.
