Build me a website

I am looking for someone to join an exciting project by building me a website for a very select group of people. To begin with the website needs to be energetic, professional looking and easy to navigate. I will need a log in page, personal account pages,a world map page which show someones locations by a pin mark and mini profile which pops up when the cursor passes over it, a basic chatroom, Other pages which can be used for reports and updated regularly and a way the user can pay money securely. Security of this site is of the upmost importance. This site will have a gallery and photos need to be easily uploaded. I need to know time scales for this work to be done and I can send through drawings to help with ideas. Creativity and understanding of what I am trying to achieve are paramount. Im no expert but I would say to begin with we're looking at a 20 page project. Let me know what you think, the right bidder could find themselves enjoying their involvement in what I we are looking to achieve.
