Creating an in-depth website with a chat program.

I need someone who can program PHP, Mysql, and utilize CSS to help me create a website. The person needs to code using notes in such a way that I can follow what exactly is going on and easily check it. The site has to be functioning when complete, as in all links go somewhere and pages up. I have a list of functions the person must be able to create ??" 1)? ? ? ? ?
