CPU fan speed control

Hello I have been looking for code to control my CPU fan speed but was surprised to find nothing already existed! I may just have been impatient with my searches, however I have decided to put this project up for bidders. I would like simply to conrol the speed of my laptop CPU fan as it runs at full speed all the time even when just slighly warm and it is very noisy. It doesn't need to run at full speed all the time so idealy I'd like to automatically vary the speed of the fan in relation to the CPU's temerature, but a manual control would suffice (just so I can make it quiet when the laptop is idle!!). I am concerned however that some CPU fans cannot be software controlled (in Windows) due to motherboard, BIOS or the wiring configuration so I wondered if it would be possible (if this was the case with mine) to just control the voltage going to the fan in order to achieve the speed control.
