Custom PHP/MySQL WP Theme that Dynamically Creates Layouts/Styles

This WordPress theme will enable the user to create unlimited layouts that generate a simple HTML structure of the template. These layouts can be assigned to 1 or more pages.
The theme will rearrange the dashboard and give it flexible options.
More content options and flexibility will be available for widgets and content boxes that can be added to layouts.
Several plugins will be used as a reference to add more options to the theme itself.
You must be proficient in PHP and MySQL in order to do this project. I will assign the first part of the project and will only pay AFTER the work is finished. I will NOT pay in advanced.
