Blog Topic Generator System - PHP / MYSQL - repost

Need a system where we can add a topic we want to write about for a client. I think it needs an interface for us to add clients, blog topics, and generate an idea. We would login add a client name ( text ) phone ( text ) url ( text ) market region ( drop down ) market segment ( drop down ) We would need a way to add a blog topic description check boxes for what market region and what market segment this topic is for We would then need a screen to select a client we want to write a blog for and it would generate a list of ideas from the blog topics we have already put in if the blog topics match the market segment and market region of the client. We need a way to mark this topic as written for the client after we use it so it never generates the same blog topic again.
