Developing Magento Webshop

I am looking for a Magento expert who can develop a webshop for the dutch/amsterdam consumer eventmarket. Not only costumers, but also partners need a personal account. Partners can upload information into their personal account which will appear online on a specific time. We would like to prefill the partneraccounts so they only have to choose an item etc. to publish. Please let me know in your comment if this feature is already included in Magento. If not please let me know how you would proceed on this. Furthermore we need a complete transactionprocess incl. voucher with barcode after payment and ofcourse integration with a payment system. Also a complete backoffice with full stockmanagement. With the webshop comes a newsletter.
